Office of Security Comments Regarding Proposed
OLL Response to OMB Guidelines for Legislation

1. The Office of Security has reviewed the proposed letter
to the office of Management and Budget (OMB) regarding
guidelines for legislation involving Federal criminal law
enforcement authorities.
2. While this Office concurs with paragraphs one and two
of the proposed letter, we believe that the remaining
paragraphs may leave OMB with the clear impression that we
intend to provide only internal training for our new Agency
Protective Officers. Although this alternative initially
appeared attractive, we are now inclined to participate in an
appropriate external law enforcement training program on a
trial basis. This decision should not, however, preclude the
possibility of adopting an internal training program at some
future date if experience shows that such a training program
would better meet this Agency's needs.
3. This office defers to the office of Legislative Liaison
and the Office of General Counsel regarding the need for any
possible legislation or other action to support the training
goals outlined above.
