Attached for your information and action is a copy of the attached draft OMB circular. Please pay particular attention to subsection 5 (c), on page 4 of the circular. While this proposal may have much broader implications for the Office of Security (and thereby the Agency), it would appear to have specific application to the General Services Administration (GSA) delegation to the Agency of arrest authorities as a part of the Federal Protective Service agreements recently concluded. 2. Please review the attached and provide your comments back to the Legislation Division, Office of Legislative Liaison, by 27 February 1984. Our Legislation Division will package your comments, together with any provided by the Office of General Counsel and others, and forward them to OMB. They will provide you with a copy of their consolidated reponse.
