SUBJECT: Compact of Free Association for Micronesia
and the Marshall Islands
On 4 January 1984, I received a telephone call from
Lt. Howard Hill the Military Assistant and Legal
Advisor for the Office o it cronesia Status Negotiations. He
called to see if he could answer any questions we might have
concerning the Compact. I told Mr. Hill that we had just
received the Compact on 3 January 1984 and were in the process
of reviewing it. I did ask Mr. Hill how the question of
citizenship was handled in the Compact. Mr. Hill stated that
the people of these islands would not have dual citizenship but
would have the citizenship of their respective Free Association
State (FAS).
