Approved For Release 2009/03/20: CIA-RDP96-00289R000200030015-9 W 24 September 1990 NOTE FOR: D/0 `A FROM: SUBJECT: OGA Per our recent conversation, I have jotted down a few ideas concerning functions that, because of their nature, might operate more efficiently under the purview of OGA. I realize that the missions of these organizations vary greatly, but all have in common the fact that they are administrative and are out of place in their current organizational alignment. Central Cover Staff - minus, perhaps which could be OED placed under . Space Management - currently falls under the IG Safety Division - previously under OS, now under OMS, Safety Division is concerned with issues that inolve OF, OL, OS, OGC, etc. In many respects Safety Division is not operating as efficiently nor as cost effectively as it could. Fine Arts Committee - may not be a prize catch, but sure needs some improvement vis-a-vis new blood and improved taste. Policy and Regulations Branch - currently in OP under CAP, but concerned with the full range of regulatory issuances, not just those pertaining to OP Finally, as a result of likely reductions in official presence overseas, we may find ourselves providing TDY support out of CONUS, vice out of overseas regional support units If so, OGA would be a logical home for these activ ies.
