For costing and planning purposes, however, the following program tasks and outputs are considered representative. Task 1. Background Literature Review Generally 'review all background literature, largely summary papers and books, to generate an overall appreciation of the history of research, claims, criticisms, and results of investigations in paranormal psychology. Because- the investigators bring a strength of experimental objectivity to this effort rather than a theoretical or historical paranormal psychology bias, this task is necessary and desirable. Current In-Depth Literature Review Conduct a thorough, detailed search of all pertinent U.S. literature since 1950 with potential application of remote viewing (or out-of-body) results to intelligence systems and intelligence data collection. For each potential literature source, critically evaluate it with respect to criteria such as appropriateness of methodology, subject bias, experimenter bias, partial data reporting, appropriateness of statistical analysis, appropriateness of conclusions, and applicability of results to intelligence systems. Vi-s'ir6Wd'#i1ev4d166Y1 dn4diirpQ&00787R000100250002-4 It will undoubtedly be necessary to visit selected laboratories conducting paranormal investigations to obtain additional information regarding stimulus/ response materials, reporting formats and instructions, perhaps raw data, etc. In addition, it is expected that some advisory help will be required from members of the Committee for the Investigation of the Paranormal. Task 4. Evaluation Report Prepare an in-depth summary report of all literature reviewed. This report will contain a critique of each pertinent literature source, as well as summary analyses, pro and con, of the applicability of the paranormal remote viewing and related literature to. intelligence systems. Contents of this report will be used to determine whether the subsequent tasks, indicated below, should be conducted. Task 5. Foreign Literature Review Extend the detailed literature search and review of Tasks 2 and 3 to foreign literature sources. JAs necessary, visit foreign laboratories and investigators to obtain additional information. Prepare summary report, similar to that of Task 4, on this foreign research literature. Task 6. Critical Experimentation Description Based upon the conclusions in the reports of Tasks 4 and 5, describe in detail critical experiments and/or analyses to resolve any questions regarding possible application of paranormal remote viewing literature to intelligence systems. Task 7. Conduct of Critical Experiments In conjunction with investigators selected by the sponsoring agency, oversee the conduct of the critical experiments described in Task 6. Task 8. Final Report Evaluate the results of the Task 7 experiments and make final recommendations to the sponsoring agency regarding these results to intelligence systems.
