1. ( ) Purpose: To provide instructions and guidance on the
classification of information in the Special Access Program for
Project GRILL FLAME.
2. ( ) Authority: This guide is issued under the provisions
of Chapter II9 Section 4, DOD 5200.114 dated December, 1974, This'
guide constitutes authority, and may be cited as the basis for
classification, regrading, or declassification of information and
materiel involved in Project GRILL FLAME. O.assification recuired
by application of this guide is classified by the I1i.r'ector, Defense? ?
Intelligence Agency (DIA).

requirements imposed by the guide. Until, a final decision is
issued by DIA, the items of information involved shall be pro-
tected at the higher of either the current classification or the
recommended change. ror recommended upgradings, use the marking,
"TENTATIVE" followed by the appropriate classification. All users
of this guide are encouraged to assist in improving and maintaining
its currency and adequacy. Advances in the -state-of-the-art, which
are not covered by this classification guide, and which offer
possibilities of an increased national defense advantage, should
be tentatively classified SECRET'. This security classification
guide is primarily concerned with DOD involvement in Remote
Viewing, Psychokinesis, and other Psychoenergetic processes. The
overall classification of the project is SECRET, classified by DIA,
review on 1 May 1999, pursuant to the provisions of DOD 5200.1R,
2-301-C(5).
5. ( .) AP-placation, Reproduction, and Ihssemination: Authority
is granted to make reproductions and extracts or selections of
portions of this guide for application by specific groups involved
in GRILL FLAZ, including industrial activities, upon notification
of the applicable Security Coordinator. Copies of separate guides
issued to operating activities in application of this guide shall
be sent to DIA. No information concerning this program will be
