Approved For Release 2000/08/0 -00788 R001100130001-6 ARMY PSYCHOENERGETICEEFORT THE PURPOSE OF THIS BRIEFING IS TO INFORM YOU OF ARMY'S ROLE IN A SENSITIVE, CLOSE HOLD DOD PROJECT TO EXAMINE POTENTIAL MILITARY APPLICATIONS OF PSYCHOE'IERGET I CS, A TERM THAT COVERS A NUMBER OF UNEXPLAINED PSYCHIC PHENOMENA. ARMY'S PURPOSE IN THIS EFFORT IS TO ATTEMPT TO DETERMINE REALITY AND EXISTENCE OF SUCH PHENOMENA. ARMY`S EFFORT IS A SMALL, DISCREET, MINIMALLY FUNDED PROJECT CENTERED ON RE ICATING, IN-HOUSE, CLAIMED EXPERIMENTAL SUCCESSES BY OR .IIZATIONS SUCH AS SRI INTERNATIONAL, BY USING ARMY PE LE AND ACTIVITIES, CAREFULLY CONTROLLED REPLICATIONS OF PREVIOUS TEST PROCEDURES CAN BE CONDUCTED. AS IT IS MUCH ANECDOTAL EVIDENCE EXISTS THAT WARRANTS CLOSE SCRUTINY REPORTED BY CREDIBLE, RESPECTED PEOPLE IN AND OUT OF DOD. THREE SUB-AREAS OF PSYCHOENERGETICS ARE THE MOST RELEVANT, PPOVIDED THE PHENOMENA'S EXISTENCE IS VERIFIED: REMOTE EWING, REMOTE PERTURBATION AND REMOTE COrMiUNICATIONS MOTE VIEWING IS THE PERCEPTION BY AN INDIVIDUAL OF'THINGS,? ,ICES OR EVENTS DISTANT FROM HIM--ALSO KNOWN AS CLAIRVOYANCE. MOTE PERTURBATION, OR PSYCHOKINESIS, IS THE ABILITY OF A FL_RSON TO CAUSE A CHANGE I N STATE I N SOME PHYSICAL OBJECT, REMOTE COMMUNICATIONS IS TELEPATHY. IN-HOUSE PROGRAM ATTEMPTING REPLICATION OF THE SRI WORK, THE IDEA IS TO VALIDATE, IF POSSIBLE, THE CLAIMED SUCCESSES, AND TO VERIFY THE EXISTENCE OF THE PHENOMENA, WORK IS ACCOMPLISHED WITHIN THE FRAMEWORK OF THE EMERGING, DOD GRILL FLAME PROGRAM AND IS INTERNALLY DIVIDED BETWEEN THREE ARMY ELEMENTS: THE ARMY MATERIEL SYSTEMS ANALYSIS ACTIVITY (AMSAA) HAS THE MISSION OF ACTING AS THE REMOTE VIEWING "FREE LANCE." THAT IS, AM,' WILL TRY NEW REMOTE VIEWING TECHNIQUES AND EXPERIMENTAL PROCEDURES, USING A SMALL IN-HOUSE TEAM OF FOUR OR FIVE VIEWERS AND PROJECT MANAGERS, THE SOURCE FOR NEW TECHNIQUES WILL PRIMARILY BE ORGANIZATIONS SUCH AS SRI INTERNATIONAL, ONCE AMSAA IS SATISFIED THAT THE:NEW PROCEDURE HAS MERIT, IT WILL BE PASSED ON FOR FURTHER APPLIED TESTING TO THE ARMY INTELLI- GENCE AND SECURITY COMMAND (INSCOM), AMSAA'S ENTRY. INTO REMOTE VIEWING CAME IN SPRING 1978 WHEN IT WAS DETERMINED THAT PSYCHOENERGETICS MAY OFFER SIGNIFICANT POTENTIAL FOR TACTICAL APPLICATION, AMSAA IS CONCERNED FIRST WITH VALIDATING THE SRI WORK, THEN SEEING HOW REMOTE VIEWIIG MAY BE TACTICALLY EMPLOYED, -SIMPLY PUT, AMSAA IS INTERESTED IN BATTLEFIELD SURVEILLANCE AND TARGET ACQUISITION, .1F AV IEWER CAN "SF-E" Approved For Release 2000/08/07 : Cl RDP ;; RO Approved For Release 2000/08/0 6-00788R001100130001-6 IF A VIEWER CAN "SEE" CHANGES IN SPECIFIC GEOGRAPHIC REGIONS SUCH AS ENEMY ASSEMBLY AREAS; OR, IF HE CAN DETECT CHANGES IN AN ENEMY UNIT'S STATUS, FOR EXAMPLE MOVING TO CONTACT;, OR, IF.,HE CAN CONDUCT A REAL TIME, COMPREHENSIVE BATTLEFIELD:DAMAGE'. SURVEY, THEN ARMY HAS GAINED A NEW SIGNIFICANT INFORMATION, ACQUISITION SYSTEM, SINCE SEPTEMBER 1978, AMSAA HAS COMMITTED A TOTAL OF $220,000 IN CONTRACTS WITH SRI FOR A PROGRAM TO CONDUCT TACTICALLY ORIENTED EXPERIMENTS.THI' PROGRAM WILL C014TINUE UNTIL APRIL 1980, UNITS ASSIGNED TO THE COMBAT DEVELOPMENT EXPERIMENTATION CENTER (CDEC) FORT ORD, CALIFORNIA, WILL ACT AS THE TARGETS FOR THIS SERIES; CDEC IS AN IMPORTANT ELEMENT BECAUSE ITS UNITS ARE "WIRED" WITH ELECTRONIC POSITION DETERMINING SYSTEMS SO THAT THEY CAN BE SPATIALLY LOCATED WITH PRECISION AT ANY GIVEN.MOMENT. THESE DATA ARE PERMANENTLY RECORDED, PROVIDING A MEANS OF QUICKLY CROSS CHECKING THE ACCURACY OF A REMOTE VIEWER'S DETERMINATIONS. w THE MISSILE RESEARCH AND DEVELOPMENT COMMAND (MIRADCOM), REDSTONE ARSENAL, ALABAMA, IS DEVELOPING THE PILOT REMOTE PERTURBATION (PSYCHOKINESIS) PROGRAM, VALIDATION OF PRIOR "PK" WORK I S THE GOAL, I N ORDER TO DETERMII4E I F THIS PHENOMENON EXISTS, IN THE FUTURE, MIRADC 1 HOPES TO DEVELOP A PURELY THOUGHT-ACTIVATED SWITCH, I N COUNCT I ON WITH SRI MIRADCOM IS RELYING PRIMARILY ON INFLUENCING THE RANDOMNESS OF THREE NOISE GENERATING DEVICES PUT THRD E'H AN LSI-11--A SMALL 1-1I CROP ROCESSOR. ALTHOUGH PRESENTLY UNDER THE DIRECTION OF THE MISSILE INTELLIGENCE AGEI'CY, A PART OF MIRADCOM, IN THE NEAR FUTURE THE PROJECT WILL SHIFT TO ANOTHER MIRADCOM ELEMMENT, THE R&D LABORATORIES, A PROJECT MANAGER HAS BEEN CHOSEN, THE TOTAL "PK" PROGRAM WILL FALL INTO TWO PHASES, THE FIRST, FOR WHICH A $118,000 CONTRACT HAS BEEN LET TO SRI, INVOLVES DEVELOPMENT OF THE HARDWARE AND SOFTWARE PACKAGE. NO HUMAN SUBJECTS WILL BE INVOLVED DURING THIS PHASE, DURING PHASE TWO, SRI AND MIRADCOM WILL ATTEMPT TO HAVE PEOPLE AFFECT THE NOISE SOURCES' RANDOMNESS, AN INDIVIDUAL WILL SIT AT A C.R.T. AND FAMILIARIZATION OF THE INSCOM REMOTE VIEWER CADRE. INITIAL FEEDBACK FROM SRI SCIENTISTS IS THAT THE INSCOM VIEWERS ARE DOING EXTRAORDINARILY WELL, IT IS HOPED. THAT A REASONABLE IN-PROGRESS REVIEW OF THEMINSC1 RV APPL.IGATIPI~I EFFORT CAN BE MADE AROUND THE END OF THE YEAR, 3 RECOGNIZING THAT THE EFFORT TO DATE HAS NOT BEEN SCIENTIFICALLY VALIDATED., ARMY FEELS COMPELLED TO INSURE THAT ALL REASONABLE STEPS ARE TAKEN TO MAKE ITS PROJECTS AS CONTROLLED AND CREDIBLE AS POSSIBLE, FIRST, ALL WORK.WILL BE-DONE WITHIN PARAMETERS ESTABLISHED BY WRITTEN PROTOCOLS WHICH HAVE BEEN REVIEWED AND APPROVED BY'A SURGEON GENERAL HUMAN USE AND TESTING REVIEW PANEL, THIS PANEL HAS BEEN ESTABLISHED IN ACCORD WITH FEDERAL LAW AND ARMY REGULATIONS, LEGAL ASPECTS OF THE PROJECT HAVE BEEN REVIEWED BY THE ARMY AND DOD GENERAL COUNSELS.
