Approved For Release 2001/0 P96-00788R001100480001-8 INFORMATION PAPER DAMI-ISH 4 Feb 83 SUBJECT: GRILL FLAME (U) ISSUE: (C) To update the Secretary of the Army about recent events impacting on Army GRILL FLAME. 1. (S/NOFORN) On 20 Aug 82 OACSI, DA was informed that Congressional budget authorization committee conferees had agreed to curtail all operational activities conducted by Army GRILL FLAME in the Nation. Foreign Intelligence Program at the end of fiscal year 1982. The conferees agreed to retain $0.3M for DIA to complete the third year of a three year research project.. Further funding, if any, of this parapsychological research and experimentation activity was to be budgeted outside of NFIP. 2. (S) In keeping with the Congressional decision, Army GRILL FLAME ceased operational activity as of 30 Sep 82. Commander, Intelligence and Security Command decided to conduct a similar program within the Army Counterintelligence and Operational Security Program. 3. (S/NOFORN) As a result of the efforts of the Director, General Defense Intelligence Program, the Under Secretary of Defense for Research and Engineering has authorized the use in FY 83 of-Program 6 resources to maintain current Army INSCOM capabi- lity and supplement as necessary the FY 83 Defense Intelligence Agency evaluation effort. The USDRE memorandum was accompanied by a very gratifying Flag Note from Director, DIA (Incl 1). We. fully intend to capitalize on the opportunity presented by the USDRE decision and will be briefing both the Assistant Secretary of the Army (Research, Development and Acquisition) and the Deputy Chief of Staff for Research, Development and Acquisition in the near future.
