SUBJ: Summary of Working Group Meeting, DoD Committee on Special Sensors (C),
28 Nov 78
1. (S/NOFORN) At 0930 hrs, 28 Nov 78, the first meeting of the DoD Committee
on Special Sensors was convened. Members present were:

2. (S/NOFORN) Agenda items covered are as follows:
a. Committee will be formally known as "DoD GRILL FLAME Committee" (U).
b. Dr. Vorona expressed concern that parapsychology activities within DoD
elements were springing up all over. He directed that agencies (represented
on committee) develop policy for turning off "exposures" as they come up.
c. Limited Access Roster: Each element will maintain own roster. Security
requirements: Committee members must have SI/TK and all other minimum of SECRET.
d. DIA will have "Intelligence Oversight" responsibility; local IG cannot
inspect without approval. Oversight Committee will consist of service ACSI's,
Dr. Vorona and Dr. Ruth Davis.
e. AD HOC Committee was formed to establish "Organizational Goals" for
the committee. They will present ideas at next meeting (NOTE: Maj Watt is
member).
f. Legal Problems: Maj Stoner mentioned that Committee should be provided
legal parameters to work from. OACSI position will be presented in near future.

g. Dr. Vorona requested each agency provide committee members with outline
of contractural obligations already made. This will help prevent
duplication of effort.
h. Dale Graff FTD presented brief outline on recent visit to SRI by

attached to minutes of meeting (to be provided in near future by
i. AD HOC group was established to provide valid protocol for committee to
work from as regards working experiments.
