MEADE, MARYLAND 20755 MEMORANDUM THRU ADCSOPS-HUMINT, USAINSCOM DCG-S, USAINSCOM FOR CC, USAINSCOM Il_ February 1985 SUBJECT: Briefing to the Under Secretary of the Army, 6 February 1985 (U) 1. (S/CL.-3/NOFORN) On 6 February 1985, from 1505 to 1540 hours, LTC Brian Buzby and CPT(P) William Ray, INSCOM CENTER LANE Project: (ICLP) accompanied LTG William Odom, ACSI, DA, to a briefing for the Under Secretary of the Army, the Honorable James R. Ambrose, on the status of ICLP. The Under Secretary's interest in ICLP was renewed because of an inquiry to him from Secretary of the Army Marsh who in turn had been asked a question by Senator Claiborne Pell on Army involvement in psychoenergetics. Prior to the briefing to the Under Secretary, prebriefing was presented to LTG Odom. Present at the prehriefing were LTG Odom; BC Shufelt, Deputy ACSI; COL Foley, Chief, DAMI-ISH; MAJ Rawley, ICLP Action Officer, DAMI-ISH, LTC Buzby and CPT Ray. Present at the briefing of the Under Secretary were LTG Odom, LTC Buzby, MAJ Rawley and CPT Ray. 2. (S/CL-3/NOFORN) The briefing began with a discussion between Mr. Ambrose and LTG Odom on the work of Dr. Robert Jahn, Princeton University, and whother or not INSCOM had conducted any work to validate Dr. Jahn's theories on remote viewing. LTG Odom replied that INSCOM had not completed any work on the Jahn theories, but MG Rapmund, CC, US Army Medical.- Research and Development Command (USAMRDC) was now an active participant in the field and that he planned to award an R&D contract 'to SRI-International, which would include a subcontract to Dr. Jahn. LTC Buzhy then briefed the Under Secretary on the status of ICLP since 13 July 1984 when the decision was made to end USAINSCOM involvement in intelligence collection using psychoenergetics. February 1985 SUBJECT: Briefing to the Under Secretary of the Army 6 Feb 85 information papers prepared to support the briefing. Although the papers were not provided to either the ACSI or the Under Secretary, the information in them was briefed. 3. (U) The Under Secretary asked several questions during the course of the briefing. Those questions and the answers provided follow. a. (S-CL--2/NOFORN) Why did you meet with MG Rapmund on 1 August? (The question was prompted by an earlier -statement in which the Under Secretary was informed that the ICLP would have no direct role with the USAMRDC.) LTC Buzby replied that the meeting was initiated based on the belief at the, time that there would be a direct relationship between the R&D program and the applied program. b. (S-CL-2/NOFORN) What is the difficulty with NFIP/GDIP funding? LTC Buzby summarized the history of Congressional prohibitions against the use of NFIP resources to support psychoenergetic activities within DoD, and explained the DIA position on the use of TIARA resources. c. (S--CL-2/NOFORN) How many spaces does DIA want for the program? LTC Buzby answered 12. d. (S-CL-2/NOFORN) Why 12? That was the number of people in the program at the time the decision for cancellation was made. There are now nine people that will. transfer with the program to DIA. e. (S-CL-2/NOFORN) What is the minimum number of people necessary to keep this program active whereby a capability to respond to requirements from "time to time" exists? LTC Buzby answered two. LTG Odom then provided rationale for the decision to attach INSCOM. personnel to DIA for the remainder of FY 85. He emphasized the point that if DIA did not obtain the necessary resources to support the program by 30 September 1.985, it would be "dead". E. (S/CL-2/NOFORN) What is MG Lary's interest in the field? LTC Buzby provided the background that led up to the briefing to MG Lary. (Note: See IAGPA-F-SD memorandum dated 29 January 1985, which provides details on that briefing.) g. (S-CL-2/NOFORN) Is there a positive result from your collection efforts, and how was your information evaluated? LTC Buzby stated the ICLP position that intelligence information collected through remote viewing was accurate and of use to the intelligence community. He also provided a brief overview of a collection project using remote viewing in support of the NSA that pointed out the value of this collection technique for cuing other intelligence collection systems. LTG Odom replied that he did not agree with the evaluation process, and ghat there is a tendency for intelligence consurirers to encourage the collectors they use. (S-CL-2/NOFORN) If ICLP was providing useful. information, then why did INSCOM cancel the program? LTG Odom told the tinder Secretary that he made the decision to end INSCOM's involvement with psychoenergeti.cs because he was not satisfied that the technique was an appropriate intelligence collection tool, he believed that the phenomena should be validated before it Is applied as 'an intelligence collection tool, and that there was an oversight problem dealing with the human use issue. h. (S/CL-2/NOFORN) Why is Senator Pell interested in the field? LTG Odom stated that Senator Pell believes that remote viewing can be used to verify compliance with arms control treaties. (Note: Senator Pell is a member of the Senate Foreign Relations Committee. He received a DIA/INSCOM GRILL FLAME briefing on 29 September 1982.) 4. (S/CL-2/NOFORN) Under Secretary Ambrose appeared to be satisfied with the information provided to him in the briefing and in response to his questions. The only requirement levied was a request from Mr. Ambrose to notify MG Rapmund that he would want to discuss psychoenergetics with him in the near future. LTG Odom accepted the tasking for action.
