Box 941 Menlo Park, California 94025 Dear Dr. Puthoff, (S/CL-2/NOFORN) Thank you for your telephone call last week. I welcomed the opportunity to discuss my trip to New York. As promised, I will now provide you with additional details. (S/CL-2/NOFORN) The primary purpose of my trip was to develop a schedule for the remainder of 1984, for the completion of Stage I - III and Stage V training. While I had not received formal notification from you that Stage V was ready for delivery, the indication from Ingo through the other trainees was that it was ready. I needed to initiate action to finish that training. I went to New York knowing that Ingo would offer some resistance to going back to California this year. While splitting the training between. New York and California has merit, I decided it was of no benefit to anyone to take a hard stand on returning to California for a training session. Therefore, the schedule we worked out is all. for New York. The one condition is that you be present for at least one week of that training. As you and I discussed, the week of 22 October would be a good week. I am also trying to work out a week where Ingo will come to Fort Meade to conduct training. A copy of the schedule is attached. (S/CL-2/NOFORN) Ingo showed me a copy of the memorandum he wrote you in August 1984, at the completion of Stage I, in which he stated that training was going slower than planned. If that is true, I must be informed in writing that the contract will not be completed on schedule, and what you plan to do to complete your obligations. Written notification is required so that I can take the necessary action to amend the contract. I need that notification by 15 October 1984. (S/CL-3/NOFORN) Ingo and I spent some time discussing the future of the program, his continued involvement, and his relationship with DIA. I emphasized to him that he had a responsibility to complete the current training as it was for an INSCOM contract and not a DIA contract. I also told him that I planned to recommend advanced training (Stages IV-VI) for the current trainees upon completion of the current training program, and that I thought that concept would be approved by DIA. (S/CL-2/NOFORN) In reference to the work statements scheduled for completion by 15 November 1984 (ESU 83-134, 83-244, and ESU 83-147), Ed May informed me on 19 September 1984 that they will be delivered on time.
