D.C. 20301-6111 TS-70/DT MEMORANDUM FOR THE DEPUTY SECRETARY OF DEFENSE 1 MAY i$8 SUBJECT: Request for renewal of human use approval - ACTION MEMORANDUM (U) (S/NF/SS-2) This request is in response to your desire for annual review of the DIA psychoenergetics activity (enclosure 1). (S/NF/SS-2) During 1985, DIA continued to pursue development of psychoenergetics applications for the Intelligence Community by accepting operational control of the USAINSCOM CENTER LANE unit. In FY 1986, 12 DIA billets were authorized by Congress for this activity, and the CENTER LANE unit was transferred to DIA to form the nucleus of an operational psychoenergetics development effort. We are in the process of completing staffing action, and should have the remaining authorized billets filled shortly. This effort is now an approved DoD special access program (SUN STREAK). Additional background material can be found in enclosure 2. (S/NF/SS-2) In 1985 and into early 1986, the primary focus of SUN STREAK was to improve psychoenergetic skills using proven training techniques. Three individuals progressed from mid-levels of training into operational training phases. It is anticipated that select operational tasks will be pursued during 1986, and that limited unit operational readiness can be achieved by mid-1987. (S/NF/SS-2) Initial applications will be limited to tasks where psychoenergetics data complement information from other intelligence collection sources (e.g., help narrow down search possibilities, define general characteristics of concealed weapon systems). Psychoenergetics data may also have potential in a tip-off role (e.g., predict new terrorist activity). An Intelligence Community Task Coordinating Group has been established to identify potential tasks for consideration in future SUN STREAK operations. Members of this group are senior executives from DIA, CIA, AIA, AF/IN, DNI, C31 and NSA. (S/NF/SS-2) Activity of the SUN STREAK project is monitored and reviewed by an executive-level oversight panel. This panel is chaired by Mr. D. Latham, ASDC3I. Members include Lt Gen Perroots, DR/DIA, with equivalent membership from CIA and other intelligence agencies anticipated in the future.
