DARPA has yet to work out an agreement with DIA for using these funds for the purposes Intended by the Congress. The Committee now believes that entrallzation of these resources In DIA as a part of Is appropriate. Consequently, within the fiscal year 1987 RDT&E, Defense Agencies appropriation, the Secretary of Defense is directed to transfer to DIA the $1,000,000 previously provided to DARPA. Although some portion of the $1,000,000 now available to DIA may be used for operational costs for the Committee believes that at least $600,000 should be reserved for phenomenological research, most probably by the Army Medical R&D Command on a reimbursable basis.
