(S/CL-3/NOFORN) On 270900 September 1983, source #01 was interviewed concerning rooms designated to him in Area "F", a building within a group of buildings with which source was familiar. The project 8307 sponsor had provided geographic coordinates of the buildings, a photograph of the buildings, and a map showing their relative location (see Incl 1). 2. (S/CL-3/NOFORN) For this interview source was shown the photograph provided by sponsor and directed to focus his attention on the rooms of interest to the sponsor. Source was aware that this group of buildings is suspected of being the headquarters complex for Chinese signals intelligence. 3. (U) A transcript of the interview was prepared including a narritive explanation of Source's drawing (see Incl 2). 4. (U) A DA Form 341 (Agent Report) was prepared for the sponsor. Attached to the report as EXHIBIT I was a copy of Source's drawings. This report related the salient points of the interview. Relax and focus your attention on the area you know as area F. #01: Okay. .. ..Get a ...sort of hallway, its small rooms on the left and right. ....Inside the rooms there .... see two or three desks with people,.. ceiling to floor bookshelves .... See lots of ledger books. ....Desks have slanted tops. ...Ledger books fold out, with foldout sheets one fold,...real heavy paper,..a rough, rough finish, ..fold out left and right. ..... See a..looks like incomplete... incomplete line charts, block charts ,..small squares of lines .... very few to the right,... however numerous going left. ........ have a....small figurines drawn,..some lines..stop with no blocks, edge center of ledger is-columns, vertical columns,... some longer than others .... top characters are underlined. ..Some are crossed out. Books are labeled with dates started then .... group of...numbers, eight digits..and an, names, city place name. .....information's copied..into the books from .... thin, narrow paper folded-back on itself like...thick, like thick a...stack of IBM paper but it's cut narrow, with short columns, numbers characters are mixed,... appears hand written. ...Keep unfolding...across the top of the desk from..left to right, but read right to left. ,...Different colors,..some books are... different co.l.ors for... different, represents different levels .... ah...different levels of communications. Personnel are....young, intelligent,..early twenties, late twenties, male, female mix, civilian. ..Sense a very high IQ,...very, very dedicated. Don't get any strong religious commitments, just nationalistic commitment. ..Third person in room is supervisor for room. Five rooms have separate supervisor, different area. Each five room block has a....ah.. a main command network. ....See significant problem area, it's not...too organized, no one checking ah..interconnectedness of command networks,... Apparently work done in these areas are continual or rechecked, check, change, constructing, of line block diagrams. ........ That's all I get in this area. tthese #66: All right. These books which are posted or hem new line or block diagrams, what happens when the current information is analyzed and posted? #01: Just a minute. .....Initial changes are.. posted in certain color ~book .... previous postings, this book if it's the same or reposted in second color book and annotated on the narrow fold out sheets on top of desk,.. in the same color. This goes to the room with the long tables. ..... Deletions are different, deletions from book are. only done by supervisor and... deletions are always ...annotated on separate card, and carried to room with long tables. #66: All right. Is this room with long tables in area G? #01: G intersects in the hallways,... across building. ....It's like a different area of building, 9 portion,.... center. #66: All right. if ad right, by the work is the posting of line and block chart data. #01: Yes, to existing charts. #66: All right. There's a...there's a..methodology of how these are...laid out. appears same number of lines to each fold out,... same line each fold out has same number of characters but not all the time. #66: Okay, how is the information entered on the foldouts? #01: See a large black square flat machine with operator, many keys, 300, 400 keys, almost like type press. He initiates character print by touching key,...... apparently response, or key response, key pushes... dependant on some format,... other machines, other electronics. But there's a, a ah.... requirement that human being initiate key. #66: What is the, describe the origin of the information which is eventually posted in area F. #01: Just a minute. I'm getting so far away it's ...give me a second. ......... I don't see whole machine, I see...blocks in row with lights and numbers flickering ....Some's steady numbers, some flicking one to another, dependant on a oscillation of some kind, large black electronic wall, many-numbers and blocks. That's all I get. #66: Okay. Return to area F now, and I have one other question. #01: Just a minute. ......... Okay. #66: Okay, in area F now as they are recording the information on the ledger sheets, this information that they are recording, describe the age of the information at that moment when they record it. #01: .............Get a...variable age due to distance. Rh.. earliest is 72 hours, latest is a week, Older is discarded as not good. .....Don't see a great deal of automation, seems to be a problem. ,....Most long distance transfer information is apparently over sealed landline, ...dedicated land line to circuits. A set consisted of five rooms and represented a "main command network" (not further identified) and each set had a separate supervisor in a different area (not further identified). Individual rooms were occupied by two or three people. The third person in each room was a supervisor. Inside the individual rooms were desks with slanted tops, ceiling to floor bookshelves, and different colored ledger books. The different colors (not further identified) represented "different levels of communication" (not Further identified). These ledger books (see drawings) were labeled with dates started (not further identified), a group of numbers, perhaps eight digits (not further identified), and an area, perhaps a place name or city name (not further identified). The ledger books contained heavy, rough finish paper sheets that folded out both left and right. On these sheets were drawn what appeared to be "incomplete line charts, block charts" (riot further identified). Information was copied (posted) into the ledger books from "thin, narrow paper folded back on itself" (see drawings) which had short columns of numbers/characters on it (not further identified). Information processed in one room (not further identified) seemed to have come from islands in an extreme north/northeast coastal region (not further identified). This information related to "command and control nets for ship-born rockets," possibly Soviet (not further identified). NAME OF SUBJECT OR TITLE OF INCI?7ENT DATE SUBMITTED information processed in the Area 'IF" rooms was from various distant locations at least one of which had some kind of electronic machine which was as large as a wail, black and had many lights and numbers (not further identified). From here, information was put into a manually operated, square, flat machine with many keys (not further identified). This machine produced the thin, narrow paper used by the personnel in the rooms in Area "F" to make entries in the ledger books. Source did not describe in detail how the personnel in area "F"" got the thin, narrow paper but did say that stacks were wired together and shipped (presumably to Area 'IF") and that most long distance transfer of information was apparently over "sealed land line, dedicated land line circuits" (not further identified). Source felt there may be one other level or element of interpretation of the information prior to its posted in Area 'IF" but was unable to provide information relevant to this possible additional element. Information being posted in the colored ledger books was a minimum of 72 hours old. Information older than one week was discarded as "not good" (not further identified). After the ledger books were posted, personnel in the rooms did one of two things: If the posting required a deletion from a ledger book and/or a change in entry from one color ledger book to another, an action which could only be done by a room supervisor, then this was annotated on a separate 3x5 type card and the card was sent to the "room with the long tables" in Area "G"" (Area "G" being the building contiguous to area '"F"); if the posting required a "non-significant or preliminary" change (not further identified) to a single block diagram or within the same color ledger, then this was annotated on the applicable portion of the thin, narrow paper and sent to the "room with the long tables" in Area ""G". Source characterized the personnel working in the rooms in Area "F" as male and female civilians in their.early to late twenties; intelligent and very dedicated with a nationalistic commitment.
