(U) On 30 November 1983 from 1630-1645 hours, I land I met with MG Stubblebine at AHS to rie him on . General Stubblebine confirmed his decision to hold a "bonding" ceremony and that it would be lead by LTC Alexander. b. (S/CL-3/NOFORN) We identified CPT Edward Dames as a perspective CENTER LANE member. He agreed to a future assignment to the project and to participate in the training. Major Laing had concurred in the training and CPT Dames involvement in CENTER LANE. Major General Stubblebine commented that Dames was a good choice. He seemed pleased about the selection and with the working relationship between CENTER LANE and SED. a. (S/CL-3/NOFORN) An update on the RAPT training Major GENTER LANE activities. We provided information on the following topics: c. (S/CL-3/NOFORN) We had no requirement for CPT's Jackson and, therefore, I recommended that DCSPER take necessary action to change their assigned orders. Major General Stubblebine understood my reasons for not accepting them for CENTER LANE and concurred i my decision. He realized that when he encouraged SG1J in the Spring of 1983, he did not have the Knowledge/background/experience that he now has and that their assignment to the project is not appropriate. He confirmed his earlier statements that I was the final approval authority on the selection of CENTER LANE personnel. d. (S/CL-4/NOFORN) Major General Stubblebine asked me if CW2 McMoneagle still planned to decline his promotion and retire. I stated that he had already declined the promotion, WARNING NOTICE 1. Major SGFOIA3 General Stubblebine winced but then I explained that in reality, we would only be losing him for one year since he had previously intended to retire in 1985. We would survive, but it would take time. /- J SG1J SG1J f. (S/CL-4/NOFORN) I reminded the General about my Tans to travel to Euro e in January 1984 SG1J He concurr wi the travel and stated e assigned to CENTER LANE. The only stipulation is that they cannot depart their current assignments until they have replacements aboard. g. (S/CL-1/NOFORN) I informed MG Stubblebine of the 5 December 1983 briefing of Lieutenant General Lincoln D. Faurer, Dir., NSA. I added that it was a decision briefing for NSA involvement in the field and that we would neither participate in the briefing nor would the INSCOM project be briefed. 2. (U) Prior to my meeting with MG Stubblebine, I met with the Chief of Staff, COL Partridge. We covered the following points: a. (S/CL-3/NOFORN) Colonel Partridge asked for a status report on the Senator Pell project. I stated that we were developing an operational plan to support the project, but as yet we had not collected any information.
