Approved For R e N NDP96-00788 R001700350016-0 SECRET THE UNDER SECRETARY OF DEFENSE WASHINGTON, D.C. tot 18 JAN X983 RESEARCH4 AND ENGINEERING THE ASSISTANT SECRETARY OF THE ARMY (RESEARCH, 1 MEMORANDUM FOR DEVELOPMENT, AND ACQUISITION) ?/ ASSISTANT SECRETARY OF THE NAVY (RESEARCH$ me AND SYSTEMS) NEE I R NG, CTNG I ASSISTANT SECRETARY OF THE AIR FORCE (RE5EARCH,I / DEVELOPMENT, AND LOGISTICS) DIRECTOR, DEFENSE ADVANCED RESEARCH PROJECTS AGENCY SUBJECT: GRILL FLAME Activity (U) Reference: USDRE Memo of 5 Mar 80 on the subject. support FLAME research to o low-level GRILL activities, reference tno objectionsponsorship intelligence-related but interposed no efforts. (S/NF) Since 1980, jointly sponsored research by DIA and Army INSCOM has shown GRILL FLAME to have potential for military applications. In the classified annex to the FY 1983 Authorization Conference Report, however, the Intelligence Committee conferees agreed that if research were to continue, it should be outside the National Foreign Intelligence Program. Although DIA should have sufficient funding in FY 1983 to complete its GRILL FLAME evaluation, the conferees did not provide resources for Army intelligence participation in the project. (S/NF) A scientific review of GRILL FLAME evidence accumulated in the course of a three-year National Foreign Intelligence Program study is to be completed by early April 1983. In the interim, Program 6 resources may be used to maintain the current Army INSCOM capability and supplement as necessary the FY 83 DIA evaluation effort. I would like to be informed in advance of the proposed Program 6 funding sources identified to support these intelligence research activities. Future OUSDRE sponsorship of GRILL FLAME or related activities will depend in part on the results of the DIA evaluation and any other such review as I deem appropriate. cc: Director, Defense Intelli- gence Agency Assistant Chief of Staff, Intelligence, USA. Secretary: The Committee of Conference on the Fiscal Year 1983 Intelligence Authorization Bill has agreed to reconcile the positions of the House and Senate concerning GRILL FLARE by funding the program at a level of $300,000. This amount will permit the Defense Intelligence Agency (DIA) to complete the third year of a three year contract with Stanford Research Institute (SRI) and to evaluate the results of this multi-year effort. As you are aware, the House Permanent Select Committee on Intelligence has watched with interest Defense Department research into parapsychological applications. The Co=ittee requests, therefore, that a comprehensive report be prepared documenting the results of the SRI contract and that it be submitted to this Committee not later than October 15, 1983. The report should discuss the methodology and findings of the research effort to include all relevant statistical analyses on remote *viewing trial applications. It should also address appropriate reconinendetions for future research or operational applications of parapsychological phenomena. With every good wish.
