2. This DF provides initial direction and guidance for implementation of the INSCOM
organization concept directed in paragraph 6, Section III of ref 6.
3. Specific objectives to. be accomplished by the planned actions are contained in
Section. II of ref d.
4. Guidance?
a. The reorgaiization and realignments envisaged in ref s b and c are not in
conflict with the on-going INSCOM stationing study. However, before full imple_- enta--
tios DA approval will be required.

c. Decisions made during Phase 1 should be based on meeting, the objectives
stated in Section II, ref d, not on the present location of "spaces" or "faces". A
decision briefing for the CG on the division of functions is planned for 13 Dec 79.

the purpose of:
(1) Clarifying the concept plan.
(2) Elaborating on the 4 phases outlined above.
(3) Answering questions.
