The Remote Viewer was introduced to the Outbound Team (OBT) at 1::)cte?O hours, 24 %Sp it . Following this "warm-up meeting both the OBT and the InboundTeam(IBT) were restricted to the area of the unit operational facility with orders not to discuss the particulars of the upcoming mission. During this "restricted" period neither the OBT nor the IBT were permitted to make or receive outside telephone calls or to meet with other members of the unit. The OBT was reindoctrinated on the need to maintain the integrity of this mission by not varying the purpose of the trip to the site to tend to personal needs, e.g., errands, refreshments, etc. b. At octuk hours, the actual target, (sealed within an envelope) was provided to the OBT at which time they were permitted to depart the area enroute to the target. Their verbal tasking was as follows: (1) Do not unseal the envelope until you have moved out of the immediate viewing area of the unit. (2) Go directly to the target area and remain in the general area (by driving around the block if necessary) until exactly 14DCX> hours. (3) At?OCK..) hours, position yourself at the target area and perform any actions normally associated with the functions of the target, e.g., bowl at a bowling alley, purchase refreshments at a snack bar, etc. Approved For Release 2003/09/09 : CIA-RDP96-00789R001602070001-5 Approved For Release 2003/09/09 : CIA-RDP96-00789R001602070001-5 (4) Remain on site for a minimum of fifteen minutes or longer but only if a longer period of time is required to finish a function of the building such as finishing a cup of coffee or similar purchase, etc. (5) Following this fifteen minute mandatory visit to the site, return immediately to the unit area. (6) After arriving in the unit area, the OBT is not to discuss the target or events that occurred at the site with anyone in the unit. When the IBT has finished the post-session phase of the mission (sketchesF, summaries, etc.) the OBT and the IBT will proceed back to the target area, still without comments pertaining to the actual mission. (7) At the target site, the OBT will retrace their movements at the targetwiti: being followed by the IBT. When the target (or specific items at the target) are recognized by the Remote Viewer, he/she will so state with a brief explanation or reference to the data collection phase, if necessary. (8) Following this second visit, both the IBT and the OBT will return to the unit area at which time the OBT will be released and a general feedback session will be provided to the Remote Viewer. c. The Interviewer will be responsible_ for collating the data obtained from the entire session, (session information, post-session interview and on site visit), and from the data an overall evaluation will be given pertaining to the success of this mission based upon the relevence of the material provided and later substantiated. The guidelines for this evaluation will be on a 0-7 point scale of target/data correspondence. This scale is as follow: 7 = Excellent correspondence, including good analytical detail (e.g., naming the site by name). 6 = Good correspondence with good analytical information (e.g., naming the function), and with essentially no incorrect information. = Good correspondence with unambiguous unique matchable elements and little incorrect information. pod correspondence with several machable elements, but some incorrect i ormat ion. 3 = Mix ?re of correct and incorrect elements, but enough of the former to in cate viewer has made contact with the site. 2 = Some co ect elements, but not sufficient to suggest results beyond chance ex ctation. 1 = Little cor pondence. 0 = No corresponden In addition to the numeric scale of evaluation, the Interviewer may opt to provided other comments on the target/session correspondence as necessary in narrative form. All of this material is then provided to the Remote Viewer for future references and/or discussions with the Interviewer since the material in these reports will be used as the basis for additional skills training, if required. ( ) Source had no discernible difficulties in entering the proper hypnagogic state. It was noted however, that Source "reported" her arrival to the "mid-zone" (sanctuary) less than five minutes after the beginning of the session. Her "report"was also given in a loud, clear and articulate voice indicative of a lack of proper altered states of consciousness. In the ensuing ten minutes before the mandated targetting)Source's breathing patterns and relaxed body indicated that the proper state had eventually been acquired. There were no known personal or external inclemcies known to the interviewer. b. ( ) During the session, Source described"something moving in the sky-wings." The actual target, (a video sales store), lies very near an international airport and large airlines are constantly flying over or near the target with accompanying loud noise due to the close proximity of the runways. Source further reported on the non-associated presence of a , "dome, rounded, with straight lines underneath" and later," a ball, circular but not associated (with the target)." In direct line of sight with the actual target is a large globular water tower with numerous supporting legs (lines underneath?). Another reference to a "black cross" may have been a direct reference to the intersecting roads at the target which have been recently resurfaced and are dark black and obviously form a cross if viewed from above. c. ( ) Several anomalies of this session seemed to become more apparent during the process of session/post session activities. Suurce made reference to .9204n4y, propellers, "V", and the color blue throughout the session. It was learned that just prior to arrival at the target, the OBT had driven past a Mercedes-Benz distributorship which had a large blue flag waving briskly in the wind. The flag bore the Merces-Benz logo, a triangular series of intersecting lines within a circle. This symbol was also found in abundance on the building walls, a sign board, entry doors, etc. The concept of blue, propeller and windy became evident when Source saw the flag and enthusiastically identified it as the item she had viewed during the session. A nearby newer building with large circular windows, approximately 5 meters in diameter was also positively identified as an image first seen and later depicted in one of Source's post-session drawings. d. ( ) The actual target, the small video exchange, closely resembled Source's references in session to a small building with "rounded" doors. Inside the building there were "boxes" used for storage. Source further stated that the building was nota residence but used to store the "boxes". The building was finally described as bland in color with no distiguishable characteristics, In factjthe light tan colored, (bland?), 4ngle story building has two doors, side by side, and is used to store literally hundreds of small video tape boxes. e. ?( ) Although there were several items reported during the session which apear to be non-relevent or erroneous, e.e., the presence of a body of water, "rounded" doors. etc, the overall reporting of the major gestalts was excellent. Source's quick recognition of key items at the target confirmed that she had, in fact, properly acquired the target, reported on the major activities in and around the target and did so?in a manneiewhich indicates that the is progressing well in her skills training.
