Lin Wells has asked us to set up a meeting with himself and Andy Marshall
for the purpose of briefing Andy on Stargate.
I'm not certain of the "protocol"; i.e., should the meeting be in Lin's
office or in Andy's office? P1se coord with PSX

Briefing requirement should be tasked to as

senio,POC's. Briefing probably would be given byl (who works for
Al).
Focus of briefing is substantive rundown to include the Phenix program. To
get,Ar.ri/ familiar with the activity, the need to monitor, and an item of
lrterF,s-./ ;,oncern from a DOD perspective. Why? Among other things, because
Ar::1y mc;+j have some money he would be willing to allocate to keep the contract

si:,urci;rq leads. I have the impression that Lin Wells wants to urge Andy to
contribwl',c if we can "interest" him.

I think we need no more than 3 from PC but that is
their call. This should be done ASAP, because Lin is orchestrating interest in

JAY - WE MAY BE AHEAD OF THE GAME SOMEWHAT. CAME SG1J
DOWN A COUPLE OF WEEKS AGO AND BRIEFED MARSHALL ON "PSYCHOTRONIC WEAPONS" -
FOREIGN PROGRAM ETC (TALKED A BIT ABOUT PHOENIX). THIS WAS IN RESPONSE TO HIS
QUERY ABOUT WHAT THE WEAPONS WERE. THE SESSION WENT VERY WELL (MARSHAL DID NOT
NOO OFF IN THE HOUR PLUS SESSION!). HOWEVER, THE BRIEFING DID NOT FORMALLY TALK
ABOUT SG OR ANY OTHER RELATED PROGRAMS/EFFORTS.
IF THE AIM IS TO GET MONEY FROM HIM WE SHOULD PITCH IT DIFFERENTLY - THIS IS A
FOLLOW ON TO WHAT WE HAVE BRIEFED YOU ON BEFORE, FORMALLY READ ON TO SG,
SPECIFIC DOD INTEREST (AND PROGRAMS) ETC ETC.
