Approved For Release 2003/09/08 CIA-RDP96-00789R002600060017-0 DOT Declassification/Release Instructions on File January 17, 1989 Rear-Admiral toslovsky, U.S.C.. CCommander 14th Coast Guard District PJLt Federal Building 300 Ala Moans Blvd. Honolulu, Hawaii 96850-4892 Dear Admiral Roslovskyr I as writing in support of the work that the Coast Guard has been doing with Mr. Carrith Pendragon. I as a psychologist who has done extensive research on the mature of human consciousness, with some special work in the area generally known as parapsychology. I have been involved in this area for over 25 years, and an convinced that some psychic abilities have been scientifically demonstrated, in spite of considerable resistance from certain scientists to this area. Further, having been a consultant on studies on remote viewing funded by the O.S. government in the past, I know that sometimes this information can be quite practically useful. In my experience, psychic functioning is not as reliable as having a direct observer on the spot but, as you understand in a cos nand position, decisions often have to be made when there is not adequate information of a conventional nature. Here I believe psychically obtained information, while not always reliable, can sometimes add very important elements. .1 understand from some private communications from Mr. Pendragon that he has been working with one of your officer's in a strictly private kind of way,, with no media involvement, and that results have been quite encouraging. I would like to recommend that you encourage this line of.research. You may not only accomplish somethings of great value to the Coast Guard, but, eventually, if conditions are appropriate, be able to add that information to the scientific data in this area. Sincerely yours, Charles T. Tart, Ph.D. Professor of Psychology CTT/tc cc: Carrith Pendragon Approved For Release 2003/09/08 : CIA-RDP96-00789R002600060017-0
