The conferees support/the continuation of DIA's specialized HUMINT initiative encompassed in the program and, following last year's practice, are including R&D funding so that the program may pursue a long term research and operations plan without constant review and adjustment. The conferees direct 'that the Director of DIA realign ten civilian billets within DIA to be dedicated solely to the program.
