(S/NF/SG/LIMDIS) DIA received Congressional direction in FY 1991 to initiate a new program in anomalous phenomena: - $2 million funding received ($1.5 mil R&D, $0.5 mil O&M). - Objectives included formulating a long-range comprehensive plan, developing an integrated foreign data base, publishing foreign assessments, developing proper documentation, obtaining external assistance. b. (S/NF/SG/LIMDIS) Major accomplishments during FY 1991 included: - LIMDIS project established 31 January 1991. - Documented detailed account of accomplishments to SSCI on 15 May 1991. - Published Foreign Assessment, Long-Range Comprehensive Plan by 30 May 1991. - Published/documented all other project requirements by June 1991. - External contract on line by July i991. - Emphasized foreign data base development; initiated select basic research/application research projects. - Completed first phase of magnetoencephalograph (MEG) brain wave measurement work at Los Alamos National Laboratory (LANL). - Planning completed for a new significant research project scheduled for 30 March 1992 that may isolate transmission mechanisms. (U) Major issue: - The 10 project billets were scheduled for deletion in FY 1992. 2. (U) FY 1992: a. (S/NF/SG/LIMDIS) DIA received additional congressional direction in FY 1992: - Additional $2 million R&D funding provided for research and operations. -DIA to dedicate 10 civilian billets to project. - Even balanced to be maintained with foreign assessment, operational activity, and research. - Operational users to be identified, report on overall 2-year architecture to be prepared. b. (S/NF/SG/LIMDIS) Major accomplishments thus far in FY - Initial phase of facility modifications were completed in Dec 1991. - Research support plans were completed in Nov 1991. - Second phase of MEG measurements completed Jan 1992; new long-term research project support initiated in Jan 1992 (distance/target type variables, communication investigations, lucid dreaming). - Major operational consumers were recontacted by Feb 1992 and plans were initiated for specific support timing, to include extended on-site TDY. -- Some limited ops projects were accomplished. -- Others are scheduled for the near-term. - Follow-on and new research requirements were identified; comprehensive contract packages entered final coordination by 11 Feb 1992. (U) Major pending issues: - FY 1992 billet action is in progress and should enter recruit phase by mid-late March 1992. -- Timing is critical due to military personnel status. - The 2-year program architecture report will be completed by 25 March 1992: Will include details of research activity, foreign assessments, and anticipated operational investigations. - ODT recently learned that Ft Meade plans to demolish all WW II buildings on base, including the ODT-S facilities: -- Target date for destruction is June 1993. -- A meeting will be held by 15 March 1992 with Ft Meade Commander to resolve or delay. II. (S/NF/SG/LIMDIS) KEY POINTS: Project on track and satisfying all Congressional requirements. - significant results obtained on brain wave measurement research.
