Meade, Maryland 20755 From the high point of interest last summer when I provided you with the unsolicited proposal designed to provide the Army with an assessment of the "Vulnerabilities of U.S. Army RDT&E Projects to Exploitation of Open Sources for Intelligence," there has been an apparent diminishment of interest to the point where currently I cannot see any Army action at all on the subject. This is disappointing from both a personal and business viewpoint, and while apparently unrecognized in the Army, an important missed opportunity to engage the services of one of the nation's leading psychics in an application of psychic phenomena to intelligence problems. You have stated that money for the project at your detachment was not and currently is not available. Money never will be available unless someone takes the initiative to get it in the organization's budget, or to work hard and convince a higher headquarters to shift money around or to release some discretionary funds. Are you willing to do this? I can help you by briefing the proposal at all levels. It will take a commitment by you or someone else to sell the project. I will work harder than anyone else, but I need someone inside who really wants the project to go. Currently it is well designed to work in a particular area, but I am most willing to redirect and redesign the effort to attack any intelligence or counter- intelligence problem the Army desires.
