Definitions 1. Subject at Risk - means any individual who may be exposed to the possibility of injury, including physical, psychological or social injury, as a consequence of participation as a subject in any research, development or related activity which departs from the application of those established and accepted methods necessary to meet his needs, or which increases the ordinary risk of daily lie, including the recognized risks inherent in a chosen occupation or field of service. Investigational Drugs - means those new drugs restricted by the Federal. Food, Drug and Cosmetic Act to be used by or under the supervision of an invest:iclaLor? pursuant to a notice of Claimed Invesstigaa.tional. Exemption for the New Drug (IND). Compliance with this contract will in no way render inapplicable pertinent federal, state, or local laws or regulations. In order to provide for the adequate discharge of this institutional, responsibility, it is the policy of the DIA that no activity involving human subjects under this contract shall be undertaken unless an institutional. Review Board (IRS) has reviewed and approved such activity. The institution shall be provided to DIA a written assurance that it will abide by the policy for the protection of human subjects as contained in title 45, Part 46, of the Code of Federal Regulations (CFR), as amended. When an institution has a Health and Human Services (HHS) approved assurance, evidence of IRS approval of this study shall have been accomplished by submission to DIA of an executed HHS form 596 For an institution without an HHS approved assurance, an assurance concerning the protection of human subjects shall have been negotiated with the DIA Contracting Officer, and IRS approval given. 3. In addition to the requirements of Title 45, Fart 46 of the CFR, the following shall apply to all DIA contracts supporting research, development, and related activities: a) Prisoners of war (POW) and detainees shall not be used under any circumstances. Requirements for Use of Investigational Medical Devices The Contractor shall comply with Title 21, Part 512, of the CFR, as amended, for the study and evaluation of those devices which are not generally recognized as safe and/or effective intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease in, or research on, humans. The contractor shall have to provide with his proposal a copy of FDA approval of, or grant of waiver for, use of investigational device exemption. Approved For Release 2000/08/08 : CIA-RDP96-00789R003000450009-1 Approved For Release 2000/08/08 : CIA-RDP96-00789R003000450009-1 SECRET STATEMENT OF WORK FOR PHENOMENOLOGICAL RESEARCH AND ANALYSIS 1.0 (s3/ NF) PURPOSE: The purpose of this effort is s:a to initiate new research and perform select analyses of anomalous phenomena. 2.1 Q) Phenomenological research and analysis as intended by this contract refers to anomalous phenomena associated with human abilities. Investigations in this area have sometimes been referred to as Remote Viewing (RV), Extrasensory Perception (ESP), and recently Anomalous Cognition (AC) or Anomalous Phenomena (AP). Foreign researchers have also used the term p syc:hoeneroet:ic:s to describe aspects of these areas. 2.2 (S/NF) Over the past fifteen years D1A has followed the field of psychoenergetics for two basic reasons: 2.4 (S/NF) In 1983 a report with project findings was sent to congressional intelligence and appropriation committees. The report affirmed the existence of remote viewing phenomenon and recommended that additional research for quantifying and developing remote viewing as an intelligence collection tool be pursued. This recommendation was endorsed by a special Science Panel that met to review the project findings. This panel also affirmed that the contractual research was scientifically sound and urged that basic and applied research in psychoenergetics be continued, its scope expanded, and that other laboratories be involved. Both R&D and O/M funds were a] located for continuing basic and applied research, for applied investigation and for assisting in assessment of relevant foreign research. Additional funds are also anticipated for this area after a comprehensive research plan is defined. ='.0 (S/NF) OBJECTIVE: The objective of this is contract is to pursue the most promising basic: and applied research in this area, to develop a comprehensive plan for future activities, and to identify/improve application potential. 4.0 (8/NF l SCOPE: basic research, app]. i. ed research and threat assessments crri 1.1 be accomplished fir this phenc: menol ogi cal area. 5.0 (S/NF) TECHNICAL/OTHER CONSIDERATIONS: 5.1 (S/NF) All research activities and findings resulting from previous programs in psychoenergetics shall be brought to bear on this effort. In addition, expertise in multidisciplinary areas throughout SAI0 shall be made available as consultants or for special support as required. 5.2 (U) Specialized support, if not available at SAIL, can be obtained via SAIL consultant or subcontract efforts with prior approval by the COTR. Every effort should be made to insure such support is from the recognized experts in the field. Some of the specific tasks in section 6.0 can be performed in unclassified facilities. 5.3 (S/NF) This effort cill. Utilize a technical review group (e.g., a Scientific Oversight Committee, a Human Use Review Panel and a Policy Board). Their establishment will. be in coordination wi.th, and approved by, the COTR. Section 6.0will be funded from the O&M portion. 5.7 (U) When additional funds become available for this effort, the CO rh will determine wh:i ch of the exploratory tasks will be pursued for the follow-on and a contract amendment will be prepared. 5.8 (U) :_, more detailed statement-of-work is on file by the COTRi and will be provided to the contractor to insure adequate task understanding. 6.1 (U) Research Plan Development: Provide inputs for development of a Long-term comprehensive basic and applied research plan. This will require extensive expert consultation and will involve an inter-laboratory, inter-disciplinary approach. 6.2.1 (U) Magnetoencephalograph (MEG) Investigations: 6.2.1.1 (U) Calibrate the electromagnetic/magneto- encephalograph (MEG) environment and replicate earlier results using a variety of population types. 6.2.1.2 (U) Examine MEG evoked responses from several population types and correlate with remote viewing ability for various physical conditions. 6.2.2.1 (C) Using data from past basic research experiments, compare target features (e.g., type, dynamics) with remote viewing results to determine if any patterns or correlations exist. 6.2.2.2 IN Initiate new experiments to further examine possible target type/remote viewing result correlations.
