LTC Higgins is angry, scared, and surprised at how such an
abduction could have taken place. He felt quite protected and
secure from any type of kidnapping by virtue of his military
position. He was initially shocked but he is now coping better
witLi the overall situation than he did at the outset. During the
early phases of the abduction he was moved often and rapidly. He
is still being shuffled out but his movements are now more
deliberate, slower and the result of superficial planning.
Normally, there are three or +our captors present with LTC
Higgins. They verbally abuse and humiliate him, and occasionally
shove and push him about. However, hots not being tortured. He
will be interrogated when he reaches his ultimate destination,
Beirut. While in Beirut, he will be held captive in a structure
located in proximity of the other hostages. LTC Higgins is
Loticened about being taken to remote location in the country
where he feels he could be killed and where people (negotiiAor
may not be able to get in touch with him. He (LTC Higgins) +eels
somewLi at (mentally and emotionally) reassured if he knows he is
near power lines. He is normally held in a room the size of a
bathroom; he is sometimes blindfolded and sometimes tied up. LTC

Higgins attempted to provide a code during the course of his
video taping by the customers. Analysts should pay close
attention to his "eye movements to the left" along with his
hands.
LTC Higgins is currently being held in a tall, slender,
multi-storied, brown structure located in the immediate vicinity
of a "man-made" lake. The lake is located immediately south of
Point 2018, Map ( , and further identified as Arab Salim. The

target structure is described as "half opened, half closed, with
no courtyard and (1c)ciatud) near a dump." The lake is situated on
the outskirts of a somewhat large town. The immediate area
surrounding the target structure was described as a "dump"
(rubbish dump). His captors continue to monitor radio and
television broadcasts from a town located about 10 to 17 miles
"West and South" from the target structure where LTC Higgins is
being held captive. The broadLasts are monitored from a
"government type" hotel. The spelling of the name of this hotel
name of this hotel has / or 8 letters and phonetically sounds
like "Allamah." The hotel is located in a town whose name starts
with the letter "L". The name of the town sounds like "L-
Shaba". The literal meaning of the name "L-Shaba" has a
connotation of "weeds" and/or seeds. "Look for a town (15 to li
miles west and south of the target structure) that is losing its
population (popularity?), "that has a diminished population."
LTC Higgins will be moved from this place in "two and a half
or three days." The captors will use a somewhat small black or

(dark) brown car with a "round back" bearing a rounded
registration tags on a white background with black lettering:.; the
:1. 1: letter starts with the letter "L". "It has Beirut tags."
The automobile looks like a sports can in +act, "it looks out o+
blade in the current country setting" it is in. Leaks +rom
within the Lebanese government and occurring within sixty days
(about 21 April 1908). They will be highly credible and should
be pursued. A "US or Endlish national identi+iable as an
"ambassador or diplomat", and named "Rutledge" (phonetic") will
play a "key role" in the negotiations +or the release o+ LTC
Higgins.
