SUBJECT: SUN STREAK Operational Report - 8808 (U)
a. (S/NF/SK) The following is an interim report of results
obtained by three remote viewers during the period of 22 February
~;,0 24 February 1988 inclusively, to determine the extent of
SG1A Q involvement in the abductionTof USMG LTC WilliamRichard

SG1A identity was shielded from the remote viewers and
maintained by the customer at the DIAC, Bolling AFB.
2. (S/NF/SK) Viewer 079 identified as a 47 to 50~year- SG1A
old Lebanese Christian who served with~mal forces in a
capacity described as "District Manager", with the rank of Major,
~.intil about early December 19$7. Although he was aware of the
SG1A abduction, was _n_ot directly involved in the planning or
execution of the kidnapping of LTC Higgins. Viewer 079 described
SG1A 0 as a somewhat short, dark, alive-complected individual
identifiable with short black hair, strong arms and the wearing
of a :Full beard. Attempts to determine his name resulted in the
;~Thonetic.s at Enclosure 1. Although considered somewhat powerful
SG1A .at one time, D is in fact a mid-level, ineffectual, manager
whose career progression has peaked. He is married, and has
three children; his family is not with him at this time in
Beirut, his current place of employri~ent and place of residence.
