The Central Intelligence Agency (CIA) has been asked by Congress to review a technical program currently managed by another government agency. This program seeks to employ "remote viewing," a paranormal phenomenon, for intelligence applications. Congress has directed this to be a twenty-year retrospective review including a technical analysis of all program results. The CIA's Office of Research and Development (ORD) believes that the National Research Council (NRC) is the single best organization to perform the mandated review. Its charter to address questions of Congressional interest, and its ready access to a variety of world-class experts with expertise peculiar to the issues in question, make the NRC the best candidate for this program review. 2. Therefore, we would like to contract with the NRC to conduct and deliver a twenty-year retrospective review of this program. This review should include a technical analysis of all program results and an evaluation of the utility of the program as it is currently structured and executed. It should address whether the program achieves its stated objectives, (i.e. does it facilitate the collection of intelligence?) and whether any changes in the operational, experimental, and assessment activities of the program might bring about a better result. Recommendations should be made as to appropriate strategies for this program in the future. These recommendations should be based on the data and information presented in the context of the program, including experimental designs, results obtained, proposed future research, etc. The recommendations should address which technical areas have potential for future research and identify areas not useful for further consideration. 3. Assemble an objective, unbiased, "Blue Ribbon Panel" of world-class experts to investigate the operational, experimental, and assessment activities of this government program during the last twenty years. ? Review selected contract research and development studies relating to the technical program in for which unclassified reports are available. ? Interview and interact with the past principal investigators to the extent possible in order to develop a comprehensive understanding the program's current approach including its successes and failures. ? Interview past principal expert evaluators of the technical data to the extent possible since external evaluation has been utilized in the past to facilitate experimental design and validate results. ? Attend unclassified presentations in the Metro area by the existing government program manager. ? Draft interim report incorporating mid-term Blue Ribbon Panel findings. ? Draft final report incorporating all Blue Ribbon Panel findings, and participate the extent appropriate in briefing these findings to Congress. 4. The NRC will be provided with a preliminary annotated bibliography of technical program studies. The panel will be able to select reports for review from this bibliography and gauge the appropriate scope of information necessary to complete the review's objectives. The NRC's Blue Ribbon Panel review will be unclassified, but cannot be released until Congress and the sponsoring Agencies have been briefed on the results. 6. The anticipated level of effort for this review is less than one man year. The study manager will be the office of Research and Development working in cooperation with the US Army Research Institute. The CIA is responsible for providing to Congress on 1 July a report on the transfer of this program. It is anticipated that the NRC will make every possible effort to complete this study by mid February of 1996.
