Dear Mr. Chairman :
This letter responds to two Congressionally Directed
Actions (CDA) on the transfer of the STARGATE program from the
General Defense Intelligence Program (GDIP)'to the Central
Intelligence Agency (CIA).
Enclosure A is the GRIP response which was requested in
the FY 1995 Senate Appropriations Committee, Subcommittee on
Defense, classified annex. It has been prepared in
coordination with the appropriate services and contains a
retrospective review, a technical analysis, and a
declassification status as requested.
The CIA report (Enclosure $) as requested in the
classified annex to the FY 1995 Defense Appropriations Act
includes a management strategy; the transfer status of
10 positions and $500,000 from the Defense Intelligence Agency
to CIA; and the identification of a program manager. This
response also covers the Conference-adopted Senate direction
that requested construction of a retrospective review and
technical analysis of the program's data since its inception:
compliance with Congressional direction; and a review of the
history of the program by the DCI's declassification committee.

discuss further the STARGATE program.
Originals of this letter are also being sent to the
leadership of the committees with intelligence oversight
responsibilities that have an interest in this topic.
