(C/NF) Any decision on declassification actions regarding Project STAR GATE should be made by the CIA. Executive Order 12958 "Classified National Security Information," states that in a transfer of functions, the receiving agency is considered to be the originating agency for any actions affecting program status. S-23,025/PAX-TA MEMORANDUM FOR THE DIRECTOR OF RESEARCH AND DEVELOPMENT, CIA 2. (S/NF) DIA has no objection to a declassification of the "fact of" a DIA program to employ paranormal phenomena for intelligence purposes. If CIA decides to declassify this, or any other DIA-specific aspects of the STAR GATE project, please notify this Office two weeks in advance so that we can take appropriate steps to prepare our Public Affairs Office.
