Dick was complimentary of the professional effort by CIA/ORD on this program. Dick believes the USG will get a reasonable answer from this effort. I stated, as planned, that the CIA would abide by the recommendations from the American Institute of Research {AIR) study, to be completed by 30 September 1995. 2. Dick D'Amato, I believe, will put language in the SAC mark that will reference the program following the recommendations of its independent study. 3. I then turned the discussion to the DIA people (remote viewers). I stated that we had considered what was best for the people, and the CIA preferred that they stay at DIA until 30 September and the results of the future of the program is determined. Dick was sorry to hear we did not have a better solution for the people, but he did appreciate our sincerity on working this issue. He plans to call Nora Slatkin and propose that these three people be detailed to CIA by DIA to help do a foreign assessments piece. A foreign assessment of the Russian program is an action from the Congressional language that DIA apparently has not done. We commented on the problem of raising expectations of the people and possibly jerking around their lives more-than once. Dick is still considering what should be done with the people. 4. Should the people be detailed to CIA from DIA for a foreign assessment, the following topics need to be addressed: a. A manger of the assessment project needs to be identified, most likely in the DI. Objectiveness of the assessment must be part of the report. b. The people are detailed until 30 September 1995, not transferred. Will the people have an opportunity to look at vacancy notices in CIA -- I think they should. d. The people will know up front the outcome of the 30 September 1995 report will affect their future. 5. We were asked about DIA actions on STARGATE. We said we were not the authoritative answerer for DIA. Dick asked directly if DIA had done the foreign assessment on the Russian program. We responded that we had not seen it. We also said CIA had planned to work the foreign assessments piece after the AIR study was complete. Dick stated that the DIA people were placed in meaningless jobs. We said we did not know what the people were doing now. 6. It seems to me that language in the upcoming 5AC mark that can be adjusted in the conference in September is clearly an acceptable position for us. The detailing of people to CIA for an assessment of the Russian program, I still believe, will cause an additional problem for the individuals -- something we should keep in. mind and try to avoid.
