SUBJECT: TEMPEST Countermeasures Applied to Industry
Over the last several years, the costs associated with
TEMPEST countermeasures applied to industry have been increasing
dramatically. In many instances, TEMPEST security countermeasures
far exceed the requirements of national policy and thereby impose
unwarranted costs upon defense programs.
To correct this problem, I am promulgating the attached
policy guidelines. Strict adherence to these guidelines is
essential in order to avoid unnecessary expenditures. The policy
guidelines provide that TEMPEST countermeasures will not be
applied at the CONFIDENTIAL level. The policy guidelines further
provide that a clear and compelling requirement must exist prior
to imposing TEMPEST safeguards at the SECRET level. Moreover,
TEMPEST countermeasures will be applied only when determined
to be necessary under TACSI 5004 by. an accredited TEMPEST
authori'ty... Under'certain conditions; sucti determinations shall
require an o-site visit by the accredited'TEMPEST authority.
These guidelines, effective immediately, will result in a
more reasonable and cost effective means by which to protect
against the demonstrated vulnerability.
