UNIFORM PROCEDURES FOR ADMINISTRATIVE HANDLING AND
ACCOUNTABILITY OF SENSITIVE COMPARTMENTED INFORMATION
(SCI)
(Effective 6 June 1978)
Pursuant to Section 102 of the National Security Act of 1947, Executive Orders
12036 and 11652, and National Security Council Intelligence Directives, the following
controls and procedures for Sensitive Compartmented Information (SCI) are hereby
established.
1. Purpose
This directive and the attached regulation establish policy for uniform controls and
procedures for the administrative handling and accountability of Sensitive Compart-
mented Information (SCI) to include Executive Agent Programs and the Operational
Compartments. The controls and procedures established by this directive shall be
reflected in other Intelligence Community directives relative to this matter.
This directive is not intended to intrude on the authority of Executive Agents or
other operational program directors who will continue to prescribe basic operational
direction, classification guidance, and guidance on dissemination to foreign govern-
ments for programs under their cognizance.
2. Applicability
The controls and procedures set forth in the attachment hereto shall be uniformly
applied by all Intelligence Community agencies in the administrative handling
