(C) I have reviewed the referent memorandum and
can assure you that both Bob Gambino and I fully endorse
the desirability of a common approach with industry regard-
ing sta .r Windustrial security policies and procedures
for all rograms. I cannot, however, make a judgment
at this arse as to whether we have the personnel resources
to tale on reas in the course of our security..
audits of con ractor sites. Right now, we are conducting
our audits on a selective basis while we assemble the
personnel who will staff the new Industrial Security Branch.
We will have a better feel for the scope of the problem and
what we can and cannot handle after we have completed a
number of audits and accumulated more experience. In the
