1. I am pleased to submit the attached Report on
Industrial Contracts and Industrial Security. It has not
been distributed except to the members of the Task Force
pending your review.
2. The Industrial Security Interim Report previously
submitted in December 1977 is included in this final report
as Appendix II. Additional recommendations on industrial
security responsive to the Director's annotations of
the Interim Report are included in Section II of this
final report.
3. I believe that the adoption of the Task Force
recommendations will strengthen the authority, responsi-
bilities and oversight of those charged with the management
of Agency and national programs without destroying the
flexibility and security which are vital to the successful
completion of our industrial contract programs.
4. I speak for all members of the Task Force when
I say that this has been a challenging and rewarding
experience.

1. (A/IUO) An Executive Advisory Group meeting has been scheduled
for 18 April 1978 to discuss the recommendations of the Task Force
Report on Industrial Contracts and Industrial Security, which reference
memoranda distributed. All addressees are invited to attend.
2. A IUO I attach a copy of a related memorandum addressed to me
b Assistant General Counsel, which was written in response
to a recommendation by the Inspector General that the Office of General
Counsel (OGC) prepare a status report on DCI delegations of contracting
authority, for review by senior management. (I have not attached the bulky
supporting materials supplied to OGC by the DDA and DDS&T.) This memorandum
relates to our consideration of Recommendation Number 1 of the Task
Force Report and raises the separate issue of whether OGC should be
designated the central repository for DCI delegations of contracting
authority.
