A BM Treaty Review
.The President has reviewed the PRM-26 study and concluded that the
ABM Treaty has served and continues to serve the best interests of both
Parties to the Treaty. He has decided that upon the occasion of the
first five-year Review of the Treaty, the United States will take no
initiatives to amend the'Treaty, but will raise several clarification
'issues for resolution during subsequent regular sessions of the Standing
Consultative Commission. (For your information, three clarification
issues are under consideration pertaining to: (1) the location of early
warning radars "along the periphery" of national boundaries; (2) constraints
on "future ABM systems"; and (3) differentiation among ABM, tactical
ABM, and SAM systems. Final decision on which of these issues are
to be raised will be made before the start of the ABM Treaty Review. )
