SUBJECT: Implementation of Actions Called for in
National Security Decision Directive 82 (NSDD-82)

The President has reviewed the issues raised at today's meeting.
He has agreed that we must present a comprehensive regional
economic and military assistance package for Central America.
He has taken the following decisions based on the advice of
the addressees and in consideration of Congressional/fiscal
constraints: (S)
o A resource package will be forwarded to the Congress
to fund a revitalized economic and security program
for Central America. This package will consist of:
-- Reprogrammed, already appropriated FY 83 monies.
-- Amendments to the_FY 83 foreign assistance supple-
mental, pending before the Congress; and
-- New monies added to the pending foreign assistance
supplemental request. -
o The overall package will be submitted in two parts:
(1) Immediate reprogramming, to be sent to the Congress
on March 10, and (2) a. follow-on request. The time-
urgent reprogramming request will consist of:
-- $60M in FY 83 FMSCR reprogrammed to El Salvador
from funds currently appropriated under the 2nd
Continuing Resolution.

-- $103M in FY 83 economic assistance, reprogrammed
to El Salvador ($67.1M), Costa Rica ($30.1M),
Honduras ($4.1M), and Belize ($1.7M).
o The follow-on economic and military assistance request,
to be submitted in the near future, will consist of
$135M in both new money and a reallocation of the
pending FY 83 Foreign Assistance Supplemental.
-- $85M in new money will consist of $20M in military
assistance for the region and $65M in regional
economic assistance.
-- The pending FY 83 Supplemental request will be
reallocated to provide $50M in MAP funds to El
Salvador.
Public Affairs Guidance:
On March 10, 1983, the President will announce in a public
address that this package is a logical mix of assistance,
both economic and military; that this is essential to our
own national interests and our policy objectives in the area.
He will note that these resources are critical to further
the development of democratic governments, strong economies,
and to protect them in their struggle against Soviet-Cuban
supported insurgency and totalitarianism. (U)
The Central America Working Group will develop and disseminate
a legislative and-public affairs action plan to govern imple-
mentation. (S)
