SUBJECT: Another UNCLASSIFIED SDI Intelligence Paper
1. This memo is intended to alert you to an upcoming problem and to tell
you how we intend to proceed.
2. Steve Steiner's public diplomacy group, which operates out of the
NSC, is contemplating another State/DOD UNCLASSIFIED paper on Soviet Strategic
Defense. You will recall that we helped in the preparation of the first such
paper which was issued late last year. The prime mover behind the notion that

3. We think this is a bad idea for a lot of reasons., First and
foremost, is that we don't have much of anything to say beyond what was said
for the last publication; and we certainly don't have anything more that we
can add at the UNCLASSIFIED level. We are concerned that this may be an
effort to institutionalize the periodic publishing of such a paper--much like
Soviet Military Power. If we allow this to happen, we can expect a never
ending assault by DOD to extract more and more UNCLASSIFIED information in an
area where it is especially important that we protect sources and methods. We
have had many bad experiences with Soviet Military Power, and we have no great
desire to compound that with a yearly pu ication on Soviet strategic defense
efforts.
