Dear Ray:
The Defense Department and Central intelligence Agency are
now responding to a CIRIS data call for calendar year 1972. The
purpose of this letter is to request comparable participation by the
State Department. This will be the fourth consecutive year that
State" data will be included in the community information system.
Following the pattern of the past several years, separate sub-
missions are requested from each of the major components within
the Bureau of Intelligence and Research.
This year, for the first time, we request that the Department
provide data on its manpower (and their costs) engaged in Political
and Economic Reporting from overseas: Our staffs have been discuss-
ing this, and I understand there is agreement that the information can
be obtained from records in Washington. I understand, also, that the
costs to be attributed to Political and Economic Reporting manpower
will be arrived at by applying your departmental cost factors to the
numbers and types of personnel involved. We request that the informa-
tion be provided separately for each country in which Political and
Economic Reporting officers are located. This will, in effect,
establish :a separate CIRIS Reporting Entity for each of those countries.
Please provide the following information for each of these State
Department Reporting Entities:
a. Summary data on dollars and manpower totals, to
cover FYs 71, 72, 73 and 74, based on the Department's spring
Congressional Budget data base (for FYs 71, 72 and 73) and
approved program (for FY 74). Form 2812 serves to record
this information.

b. An.allocatton to functions and targets of dollar
and manpower resources for FYe 72, 73 and 74, based on
control totals for those years as reported in a. , above.
Form 28I2a serves to record this information.
The procedures and forms for preparing the foregoing data
submissions are substantially the same as used by the State Depart-
ment in previous years. Our community Data Support Group will
be available to provide any assistance you may desire, including
the actual preparation of the forms with you. and it will provide the
C IRIS forms and detailed technical guidance as required. We will
continue to work with your staff to make the resources data base as
'useful as possible to you as well as to us.
In order to create the consolidated community statistics that
will be needed for reference points this fall, it would be particularly .
helpful if these submissions could be provided by 1 September 1972.
