In reply to your letter of 26 September and as we discussed
at lunch this week, I agree with you that, under IRAC auspices, we
might productively review the whole question of SIGINT relations as
between agencies, as well as some other related matters. In a field
as wide as this, the trick is going to be to set forth terms of reference
within reasonable and practical parameters, and I would very much
like to work with your office in drawing up these. As I think we
agreed the other day, the final refinement of such terms would have
to be done by the study group itself.
If you would let me know when you are ready to discuss this,
I will have a man ready. I don't think we should try to dot all the is
and cross all the is at this stage, but I do believe it will be important
to agree on those aspects which we will not include in the study.
