1. 1 am attaching a draft of the first annual Planning Guidance
papers, which seem an essential part of your implementation of the
5 November 1971 directive. The paper has been authored by
assisted by his staff in his Program Evaluation Group. STAT
To prepare himself for this. S. J. spent a good part of the summer
roaming throughout the intelligence community and talking to significant
individuals in it. This ranged from practically all the program
managers and agency directors to various levels of their staffs. By
the end of this exercise, J. J. was in a somewhat unique position with
respect to community thinking and he has drawn on this in writing this
document wherever he has thought it appropriate. We have used the
same technique that and I did when we showed you the STAT
,first draft of the NIPM, i. e.. we have red-lined those portions of the
paper which seem to require your particular attention or which perhaps
have you comment on :chatters potentially controversial.
Z. This double-spaced draft of just under 70 pages should
reduce itself to 40-plus in a final printing. I would expect to have it
produced in much the same form as the NIPM.

would like to discuss it with you.
