MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Proposed Remarks on DCIDs to
USIB on 21 December
May I suggest that you draw on the following in your
remarks on the DCIDs to USIB on Thursday:
Subsequent to the updating and republication of
the National Security Council Intelligence Directives
early this year. I have been engaged in a review and
overhaul of the forty odd DCIDs. These are of course
my regulations for the community to implement the
NSCIDs. I have now completed this process to my pre-
liminary satisfaction and the next step must be to show
you these drafts and get your general views before final
publication.
I have had of my staff handling this
from the outset and I plan to have him call on you per-
sonally immediately after the new year. This will give
him an opportunity to explain what has been done, answer
any preliminary questions you may have and make arrange-
ments for your perusal of the drafts and response.
I am particularly anxious that you look over the drafts
with a view to identifying any gross inaccuracies or anomalies,
although I do not believe any detailed review of the texts is
necessary. I hope to get these directives published early in
the new year and bespeak your full cooperation with
to this end.
