SUBJECT: Request for Study on South Pacific.Nuclear Free Zone

Background
EAP bureau requests that the CIA prepare a study on the
possible reactions from certain countries to U.S. response to
the South Pacific Nuclear Free Zone Treaty under one of several
possible options outlined below.
Since there is great pressure at the highest levels to arrive
at an inter-agency decision on the Treaty, we would like to
have this information not later than September 26. We have
already spoken to Carl Ford on this subject, and he has offered
to perform the study once we formally request it.
Issues for the study
We need to determine, to the extent possible, reactions from
countries or groups of countries to one of several policy
options the U.S. might adopt in reaction to the SPNFZ Treaty.
Possible Soviet behavior should also be analyzed.

o Policy options
-- The U.S. accedes to all three protocols and publicly
supports continued French nuclear testing.
-- The U.S. rejects all three protocols.
-- The U.S. accedes to one or two of the protocols and
continues to study the other protocols.
-- The U.S. defers all action but does not reject any of
the protocols.
