MEMORANDUM FOR THE CHAIRMAN, NATIONAL INTELLIGENCE COUNCIL, CIA
SUBJECT: Intelligence Community Product on Nicaragua (U)
1. (S/NOFORN) The Joint Chiefs of Staff recently met with General Galvin,
USCINCSO, regarding Central America. During their discussions, Nicaragua's
potential actions following the upcoming rainy season were highlighted as
being of particular concern. It was concluded that the advent of the dry
season, which will begin around November, could be a critical period for
stability in the region. In order to provide policymakers with the best
possible advice and information, the Joint Chiefs believe an Interagency
assessment of likely Nicaraguan actions during the dry season is needed by
early-July.
2. (S/NOFORN) DIA endorses this position and requests that an Intelligence
Community product be done on the topic. The Joint Chiefs specifically
mentioned a "fast-track" Special National Intelligence Estimate as the vehicle
for this assessment. Should this be considered inappropriate, other document
formats--such as an Interagency Intelligence Assessment or Interagency
Intelligence Memorandum--would be acceptable provided it is a Community-agreed
assessment.
3. (U) Considering the largely military nature of such an assessment, DIA is
prepared to assume Principal Drafting responsibilities with inputs from other
Community members, as needed. We would appreciate your response to this
request by 12 June. If DIA is designated as the drafting agency,
Mr. Christopher McMullen will be the Principal Drafter.
