Negotiations To Begin

[Text] Mexico City, 21 Sep (NOTIMEX) -- Mexico will negotiate with the Japanese banking
industry a $1 billion loan on a 10 year term, with 2 years of grace period, based on
the (?libor) interest rate, Nakohiro Ikeda, representative of the Yokohama Nippon Bank
has announced. He added that during the visit to Japan by Finance and Public Credit
Secretary Gustavo Petricioli, the new loan will be negotiated.
He added that out of that amount $500,000 will be channeled to the construction of a
gas pipeline from the Gulf of Mexico to the Pacific ocean through the Campeche-Salina
Cruz route, $250,000 will be spent in the second phase of the Lazaro Cardenas
steelworking complex, and the other $250,000 will be used in programs aimed at
developing exports.
Likewise, he indicated that Petricioli will finalize the details and possible agenda of
President Miguel De la Madrid's upcoming visit to Japan. Nakohiro Ikeda said the loan
will be made in dollars or yen depending on the exchange rate of the two currencies at
the time the negotiations are completed.

[Text] National Defense Secretary General Juan Arevalo Gardoqui today informed
President Miguel De la Madrid about the results of the ongoing antidrug campaign.
Gen Arevalo Gardoqui said that from 4 August to the present, 274 hectares of poppies
equivalent to 5,483 kg of opium paste--and 2,654 hectares of marijuana--equivalent to
2,123 tons of marijuana--have been destroyed. In addition, 11 clandestine airstrips
and 5 clandestine camps were discovered during the same period.
Gen Arevalo Gardoqui said that 482 Mexicans and 8 foreigners have been arrested as
presumed drug traffickers.
He added that 987 kilograms of packaged marijuana, 105 kg of poppy and marijuana seeds,
and 4,700 narcotic pills were confiscated.
