Mission Statement: The role of the Review Panel is to provide an independent, collegial and objective review of major intelligence products, with a view to improving the usefulness of those documents to US Government policymakers. Normally, such reviews by the Panel will be undertaken at the request of the Director, National Foreign Assessment Center (D/NFAC) and may include the concept stage and successive drafts of selected'National Intelligence Estimates, Special National Intelligence Estimates, Interagency Intelligence Memoranda, and Intelligence Assessments. The Review Panel, as may be directed by the Director, National Foreign Assessment Center, shall interact with other evaluation efforts, internal and external to the Central Intelligence Agency, designed to evaluate the intelligence process, the quality of its production, and the extent to which the intelli- gence needs of the Government are being met. For this purpose, it may also survey senior policymaker reactions to intelligence products on an informal basis. From time to time, the Review Panel shall provide the Director of Central Intelligence (DCI) and the D/NFAC with such recommendations as are deemed appropriate by the Panel for the enhancement of the overall intelligence process. It shall undertake such special studies, reviews, or post-audits as the DCI or D/NFAC may direct. II. Organization: The Review Panel shall consist of such members as the DCI may appoint. Organizationally, the Panel, as an independent entity, will be attached to the Office of the Director, National Foreign Assessment Center and will be provided its own Executive Secretary and necessary administrative support.
