Premises --The SRP will continue to function as a corporate body, whose precise role and functions are still evolving. --The SRP, albeit cautiously and gradually as Community- wide acceptance is achieved, is expected to move towards a broader role within the Intelligence Community. --The SRP will perform both NFAC and Community-wide functions. --Individual members of the SRP will function as NIOs- at-large within the NIC,.and may be charged with other tasks outside the NIC. 2. Organizational Location The SRP normally reports to the DD/NFA acting as the DCI's agent. For administrative purposes and support, the SRP will function within the Office of the DD/NFA. Authority On Com,-nunity-wide matters, it should be clearly understood that the SRP functions with the authority of the DCI, albeit under the cognizance of the DD/NFA. On occasion, for a specific Community-wide project, it may be appropriate for the SRP to operate under a written directive signed by the DCI outlining that particular undertaking. Since the DCI has the statutory authority and responsibility, and the DD/NFA is not a statutory position, this understanding-- that the SRP is the DCI's Panel as well as the DD/NFA's--is essential if the SRP is to function effectively. 4. Relationships (See organizational chart) --As a collegial group, the SRP functions in an off-line, advisory capacity, normally reporting to the DD/NFA-D/NFAC, but on occasion may function under specific instructions from the DCI or DDCI. For certain functions, for example the review of interagency papers, the SRP may also directly advise the Chairman, NIC; however, the SRP is not an integral part of the Council. --As individuals, members of the SRP function within the Council and under the Chairman as NIOs-at-large under procedures prescribed by the Chairman. --The SRP may also advise the D/NFAC on more purely CIA matters such as NFAC's overall research and production program.
