With respect to your proposed study of Soviet basic
engineering, I would like to suggest the following questions
dealing with the development of the Soviet engineers:
1. What is the character of a Soviet undergraduate's
engineering education? How many years are involved and
how many graduate each year?
2. Is most of this education obtained in universities or
technical schools? Do their programs include time spent
with industry with hands-on work?
3. Do engineering undergraduates go on to some graduate
school equivalent, either in the university, in a
technical institute or in industry?
4. Do many engineers continue their education to a Ph.D. or
ScD level? What percentage, and what actual numbers
graduate per year?
5. Do industry and technical institutes have career
development programs for the better young engineers?
6. How broadly based are the engineering undergraduate
programs? Do they take courses, for example, in
Economics, Political Science, Humanities, etc?
7. What is the status of engineers in Soviet society, with
respect to prestige and salary?
8. Do the Soviets have schools for technologists and
mechanics that support engineering programs in more
pragmatic ways?
