Forms and Procedures of Interagency
Intelligence Production
Memorandum for John
1. The draft covers most of the essential definitional
prescriptions very well.
2. However, the paragraph on IIMs lacks clarity. The
first part of the statement reads as if IIMs would not engage
in speculation about the future, limiting themselves to the
assessment of an actual situation. If this is the purpose,
then all interagency papers concerned with future developments
would presumably be NIEs or SNIEs. This can be regarded as
a logically neat prescription but does of course differ
greatly from current practice. However, the third sentence
states that IIMs may or may not present estimates about the
future. This statement conflicts with the first one, and the
conflict should be resolved. Otherwise people can use IIMs
in ways wholly at their discretion.
3. The later part of this paper, on production planning,
appears to us to be incomplete or to require further discussion
and elaboration.
4. The SRP memorandum also made additional recommendations
about the production of interagency papers that are ignored
in the present draft (e.g., on pp 14-15). Should these form
the subject of an additional directive? Or should they be
considered for inclusion in the present document?
