Thoroughly explain to them the job to be done by means of examples as well as in general terms. Engage them in helping to design the next step including the definition of cardinal issues and the relations between them. 3. You charge them with developing suitable sets of research themes and let them decide on recruiting the help they need. (Let them-form teams and/or consult otherwise with experts, and perhaps policy officials). 4. Reassemble them to deal with overlaps and gaps. 5. You attribute priority to research themes that stand out for originality and are outside the routine research plans of the Offices. 6. As a matter of choice: You might confine the exercise to researches that are beyond the routine
