mer director, Defense Intelligence Agency, former
deputy director, Central Intelligence Agency:
"The allies' military success will dampen the enthusi-
asm of Saddam Humeins throughout the world. There
will be pressure to restrict arms sales. But we've had
(arms) proliferation treaties for a long time. Iraq even
signed one on nuclear weapons. But there's no doubt he
(Saddam) strenuously tried to acquire them. The simple
answer ? 'let's stop arms sales' ? doesn't work."
